Alain Christophe is the founder and head of the Alliance of Twelve. He is played by actor Joesph Ruskin. In the late 1980's he led a group of intelligence agents from Libya, China, France and the United States and formed the Alliance.
When Sloane suspected someone was trying to convince the Alliance that Emily was still alive, he contacted Christophe preemptively. ("The Counteragent")
